2) Restructuring a Multi-Jurisdictional Partnership Agreement
The Lane Council of Governments is seeking Statements of Qualifications (SOQ) from qualified vendors to provide professional consulting services in support of (1) designing and (2) restructuring a multi-jurisdictional GIS services partnership agreement. Vendors are invited to submit an SOQ outlining their experience and qualifications in performing work directly related to one or more phases of the requested services required.
Statements of qualifications will be accepted until 5:00 p.m. PDT, on October 30th, 2017, by email sent to: firstname.lastname@example.org. There will be no formal opening. Pre-qualification of responders is not required. Facsimile SOQs will not be accepted. Submittals will not be accepted after the stated date and time and will be returned to the vendor unopened. Q & A
Q: If we are awarded the professional consulting services for Phases 1 & 2, and 3, would we be excluded from proposing on any services that may be sought in the future, such as application development, parcel data development, or ArcGIS Online configuration?
A: Contract award for the professional consulting services currently sought would have no direct bearing on future solicitations or contract awards. No future services beyond those currently solicited are anticipated.
Q: We would like to submit our qualifications for all three phases, would it be acceptable if we combined our submittals for phases 1 and 2 with our submittal for phase 3 into one submittal?
A: It is acceptable to submit one SOQ, however, the responder should make clear which staff, qualifications, and project examples apply to the respective work phases.
Q: Is there a defined budget for the project that the LCOG can share? This really helps us to tailor the approach to each phase if possible.
A: There is no defined budget. This is a request for qualifications, not proposals.
Q: Is the team that works on Phases 1 and 2 eligible (not precluded) to also work on Phase 3?
Q: Does the LCOG have an estimate on the number of stakeholders (number of participants) and the number of group interviews that you foresee. Example: 20 interviewees in 4 groups. We typically work with the client, based on experience, on how best to break up groups; however, if you have an estimate now we’d appreciate any information you can provide.
A: There are five partner agencies, a regional subcommittee of five GIS Coordinators, 10 Steering Workgroup Members, and a sizeable number of GIS users and stakeholders across the region.
Q: Does the LCOG have any hard dates (e.g., grant deadlines etc., FY deadlines) that would drive the end dates for any of the Phases?
A: No hard dates, but the work is expected largely to be completed during the current fiscal year (ending June 30, 2018) and possibly extend into the next fiscal year.
Q: Has LCOG conducted a similar project in past and who was the Consultant?
